Youth Developer | Diplomat | Leadership Expert | International Development Specialist
A passionate youth developer and career diplomat, Mr. Foboi is the Founder of the Ducor Institute of Vocational and Technical Development (DEVT). From humble beginnings as a first-generation high school graduate, his journey is a testament to resilience, innovation, and service.
He began advocating for youth and child rights at just 8 years old and has since led transformative programs with institutions like UNOY Peacebuilders, Democracy International, and the World Bank. In 2008, he founded LIFT-Liberia to combat academic malpractice and campus violence.
Mr. Foboi holds a Master of Science in International Relations from IE University (Spain), postgraduate diplomas from George Mason University and the Florence School of Transnational Governance, and over 20 certifications from Harvard and other top global institutions.
Recognized as one of Africa’s 100 Most Influential Emerging Leaders in 2024 by the Royal African Leadership Forum, he lives a simple, compassionate life—driven by innovation to solve humanity’s greatest challenges.

Ducor Institute of Vocational and Technical Development (DEVT) is a human capital development institution that equips youth and professionals with job-ready skills, entrepreneurial knowledge, and leadership training for economic empowerment.
We offer short certificate courses (3–6 months), diploma programs (6–12 months), and advanced diploma programs (12–18 months) in vocational and technical fields such as Computer Science, Driving, Tailoring, Plumbing, Carpentry, Cosmetology, Pastry & Baking, Soap Making, and Interior Decoration.

No. Most of our programs are designed for beginners. However, advanced diploma programs may require basic knowledge or completion of a lower-level course.
Our main campus is located in Clara Town, Bushrod Island, Monrovia, Liberia.
Yes. We provide job placement support, entrepreneurship training, and career counseling. Our goal is to ensure at least 80% of graduates secure employment or launch their own businesses.
